Basics
The supplied file must contain only the actual net content of the commercial.
It may not contain any opening titles and must have the first visible image or the first audible sound as the start frame.
Throughout the entire duration of the commercial, the video signal must comply with ITU-R BT.709-6.
The maximum level of the luminance signal should not exceed 700mV (equivalent to 100%).
The black level should be between 0% and a maximum of 2%.
No invalid signal levels according to EBU R103 and “Video Range” may be contained in the content.

Advertising spots should preferably be produced and delivered in stereo, but at least in 2-track mono. Audio tracks 1 and 2 must contain the complete program audio. Additional audio tracks with 5.1 multichannel audio are permitted, but broadcasting is currently exclusively in stereo.
Stereo signals must be fully mono-compatible, they must not have a negative correlation coefficient (≥ 0).
Loudness-normalized delivery is mandatory. The audio signals must be modulated in such a way that a program loudness of -23 LUFS (+/- 0.2 LU) is achieved. A maximum peak level of -1 dBTP is permitted.
Timecodes can exist on multiple levels in a video file. The container can contain a global start timecode, while individual tracks (e.g., video and audio) can also have their own timecode information.
All timecode values must start at 00:00:00:00 and increase continuously and linearly throughout the entire duration of the commercial, without jumps or repetitions.
To ensure that all image-critical content is displayed correctly on (consumer) end devices, the safety margins defined in EBU R 95 must be observed - in particular the action safe area.
